Buying a handgun in Santa Clara County is more involved than in most US states, but it’s not complicated once you understand the steps. Here’s the full process for Bay Area residents in Sunnyvale, San Jose, Santa Clara, Mountain View, Palo Alto, and surrounding cities.
Step 1: Get your Firearm Safety Certificate (FSC)
Before California will let you take possession of any firearm, you need a current FSC. It’s a 30-question multiple-choice test on California gun law and safe handling. You can take it at TacticCAL — we administer the test in our Sunnyvale store, and it’s good for five years.
You need to score 75% or higher (23 of 30 questions). Most people pass on the first try after a quick study session. We give you the study guide for free.
Step 2: Choose a Roster-approved handgun
If it’s a semi-automatic, the model has to be on the CA DOJ Roster of Handguns Certified for Sale. If it’s a revolver, it either has to be on the Roster or qualify for the PC 32100 single-action exemption. We verify Roster status before listing every handgun on TacticCALGunStore.com.
Step 3: Place your order
Order online or visit the store. We have customers drive in from Santa Clara, Mountain View, Palo Alto, Cupertino, and across the Bay Area. Pickup happens at our Sunnyvale location at 175 San Lazaro Ave Ste 160.
Step 4: Pass the DROS background check
DROS is California’s “Dealer Record of Sale.” When you complete the purchase, we file your DROS paperwork with the CA DOJ. This includes:
- Personal information
- Photo ID verification (CA driver’s license or ID card)
- Proof of California residency (utility bill, lease, etc.)
- FSC presentation
- Background check via the DOJ
The DROS fee is $37.19. Background check for ammunition adds $5 for standard or $19 for first-time, separately.
Step 5: The 10-day wait
After we file DROS, California requires a 10-day waiting period before you can pick up the firearm. This applies to every firearm purchase — not just first-time buyers. The waiting period is non-negotiable; you cannot pick up early.
You’ll receive an email or call from us once the wait is up and your firearm is ready.
Step 6: Pick up at the Sunnyvale store
Bring your photo ID and the receipt from your purchase. We’ll do a final check, have you inspect the firearm, and complete the transfer.

Special considerations for Santa Clara County
Santa Clara County, like most California counties, follows state-level handgun rules without significant additional restrictions. Sunnyvale, San Jose, Mountain View, Palo Alto, Cupertino, Saratoga, Los Gatos, and Campbell residents face the same DROS process and waiting period as anyone else in the state.
If you live outside Santa Clara County (Fremont, Oakland, Berkeley, Hayward, Milpitas), you can still pick up at our Sunnyvale store — California allows in-state transfers regardless of which county you live in.
Common questions
Can my spouse pick up the firearm? No. Only the person whose name is on the DROS can take possession.
Can I buy more than one handgun? California limits handgun purchases to one every 30 days for most buyers.
What if I fail the background check? The DOJ will notify us, and we cannot release the firearm. Contact a California-licensed attorney if you believe the denial was in error.
